Math Games Using Dice

Question: Okay for you math wizard's out there... How do I figure percentages for game dice rolls?
I'm very terrible at Math... even when I tried to use a scientific calculator I didn't understand it, nor know how many places to move the decimal point. (In particular I want to know how I can equate a 30% success rate into a 2d6 roll (for a one time roll.) But I may need to figure out other percentages, later on, so is there a good resource to explain this to somone who is completely clueless.)
I forgot to mention that I mean, BOTH the sum or higher AND the sum or lower success rates.
(To expand on the question, so people understand) I meant to INCLUDE the sums below the derived sum within the percentage rate. In other words, what would 2d6 x or lower translate to if x or lower = 30% success?
...or x or higher = 30% success....?
Answer: there are 6 x 6 combos if you have two distinguishable dice or roll one twice.
1,1....1,6
2,1
.
6,1....6,6
36 outcomes. 30% of 36 is 10.8 so you cant is the answer
33% do you? where 1/3 of all possible outcomes yield a positive result say the 5,x and 6,x outcomes
30.5% if you drop the 5,1 outcome is you best ie 11/36
well why didnt ya say?? SUM is diff
table of outcomes is
.......1 2 3 4 5 6
1.... 2 3 4 5 6 7
2 ....3 4 5 6 7 8
3.... 4 5 6 7 8 9
4.... 5 6 7 8 9 10
5 ....6 7 8 9 10 11
6 ....7 8 9 10 11 12
any 12 will do so say 3,9,10,11,12
these have a total of 12 possibilities = 33%
